Abstract:

Holistic planning of a flood control reservoir

The presented private planning option of a flood control reservoir shows that even solely technical engineering structures like flood control reservoirs can prove to be beneficial for the whole environment and not only with regard to flood prevention when looked at in their entirety. The planning engineer, however, must not only concentrate on the technical structure when it comes to planning and execution of structures like that. In fact, it is necessary to regard and solve this project in its whole dimension, involving all issues. It is essential to include all parties involved and to deal with their conceptions at an early stage. This makes it indispensable for the engineer to have a certain intuition when it comes to dealing with residents who are strongly affected by the building project. In the 21st century it is not contemporary anymore to just "rely" on the notion that the solution for a project can simply be brought about by "administrative power" respectively judicial dispute. Moreover, the convenient retraction to the simple and almost always applicable argument of "cost savings" cannot solely apply because structures like this kind of retention reservoirs including the transformation and relocation of complete river courses require the need to take dimensions of 100 years and more into account.
