The groundbreaking ceremony for the towers is held.

The bridge is dedicated and opened to traffic as a toll bridge. It is the first passenger bridge to join Iowa and Wisconsin. It is named in honor of native American chieftain Black Hawk of the Sac and Fox Indians.
