Abstract:

To provide badly needed drainage for southern Staten Island, the New York City Department of Environmental Protection opted not to divert runoff into underground pipes but rather to restore and enhance the beauty and utility of local wetlands and streams so that their natural capacity for retention and filtration could be put to use.
