Abstract:

The method of TripelBudgetierung (TriB) empowers to show, that only sustainable coping with natural hazards provides durably maximum safety at lowest risk and cost. "Triple" means economic, ecologic and social. TriB results in the scenario-specific time curves of the triple value of the case-specific system. Based on these curves, the Portfolio Theory (Markowitz) elaborates in respect to return and risk the most efficient mix of measures, thus, the optimal allocation of a given budget. A case study shows the practical application of such an approach.
