Abstract:

The successful repair program on the San Jacinto Monument demonstrates the value and importance of researching original design and repair documents; performing close-up surveys, investigations, and testing; and completing sample repair programs before implementing repairs. However, even a thorough investigation cannot anticipate concealed conditions and variances in the structure's construction. Therefore, flexibility must be built into the repair documents to allow an efficient and equitable adjustment to the contract to address unforeseen conditions. This flexibility is provided by well structured unit costs, an efficient method for establishing the final scope and extent of repairs, and tracking of quantities of completed work.
