| Abstract: | To balance a decade since law 388, 1997 began to be valid, which is know as Territorial Organization. This is at the same time a risky task but it has called my attention. Due to the fact that for some authors is sooner to develop this exercise Meanwhile others think is fair. This article examines from official documents and the author’s own experience. What happened in Tolima’s Department between 1997 and 2007. in relation to the law cited above. Concluding that the motivation of the wicked owners of the rural and urban lands strengthening privatization of the Territorial Organization. |
