Abstract: |
The urbanization and global climate change have led to the increase of urban waterlogging disasters, which seriously threaten the safety and sustainable development of cities. The resilience theory provides a new research perspective for urban waterlogging management. The evaluation of flood resilience is conducive to the accurate analysis of the shortcomings of urban flood resilience, which is beneficial for improving the efficiency of resource supply. In this paper, in order to establish a systematic evaluation framework, the spatial decision support system (DS3) model and AHP method are utilized. A case study is conducted to Kunshan, and the results show that capacities of resistance, absorption and recovery contribute differently to enhance the resilience of Kunshan, though improvement for different dimensions still can be made for a high level of urban resilience. This paper also offers some suggestions for policymakers to pay more attention to emergency plans and shelters with supporting facilities. |
