The rules considered in this law, joined to political – institutional processes in the Eje Cafetero Eco-region, which have allowed working on interesting proposals for its regional development. In this context, this article carries out a summary of some of its elements that have helped to the social cultural and political construction of the Eje Cafetero Eco-region. As indicated, it points out the differences between regions and eco-regions; it describes location and boundaries of the ecoregion. It calls its attention over urban-region dynamics making emphasis on population changes between 1993-2005, highlighting the sub-region processes and metropolis, according to the general framework of the law 388, 1997. Thus, in this study are described socioeconomical and environmental dynamics as well as the analysis of the state of the public finances, institutional interrelation and political administration and in another section it talks about the armed conflict in Colombia. Finally, there is a brief description of the main points in the agenda leading it towards the development of the proposals in this Eco-region.
