The American Association of State Highway and Transportation Officials and the Federal Highway Administration recently convened a blue-ribbon panel of experts in bridge and tunnel research, design, construction, and operation, and posed them one question: how can the nations bridges and tunnels be rendered less vulnerable to terrorist attacks? In September 2003 the panel presented its answer in the form of a thorough report to the agencies and Congress. In this article, several panel members discuss the findings and the progress that has been made in implementing them. |
