Abstract:

This paper presents the results of the evaluation of a housing reconstruction program carried out by the Non-Government Organisation Intermón-Oxfam in Gujarat, India, in the aftermath of a devastating earthquake in 2001.

The evaluation covered social, economic and technical aspects. Its principal objective was to draw up recommendations to improve actions and strategies in similar future emergency situations. The conclusions of the evaluation show that it is necessary to: a) Consider the project beneficiaries’ views from the start; b) Work with multi-disciplinary teams of technicians and social workers; c) Train local builders in earthquake-resistant construction; d) Obtain external evaluations at different stages of the project, not only at the end.

The paper also provides cost details on low-priced housing built after the catastrophe for different quality levels and construction materials.
